Structure of Council meetings
Council considered a paper which proposed to move the public meetings to the morning with an opportunity for members of the press to ask questions during the lunchtime period of the Chair and Chief Executive. The News from Council press briefing will then be issued during the afternoon. There was also discussion about the type of item which would be reserved for private meetings. The paper was agreed and the new arrangements will take effect from May.

GOC budget
It was reported that the underspend has increased, due to a combination of factors, including lower expenditure on legal and FTP, and efficiency savings. Most of this will be deployed in improvements to customer service. Budgets in the forthcoming year will be associated with the business plan and strategy, allowing a more rigorous system of control to operate. The budget for 2011-12 was approved. The business plan will follow.

Devolved administrations
It was agreed that the Policy Manager will be responsible for providing support and appropriate briefings to regional members. Council also received a report from Scotland and Wales on activities in those regions.

Performance review
Council received an update on project milestones and KPIs, with the reminder that a new set of KPIs will come into use from next financial year.

Business case for IT integration
Having previously agreed in principle to update IT systems, it was agreed this project will move to tender with a view to commissioning this year.

Accommodation update
The paper on this will be represented at the May meeting with alternative options included.
