General Optical Council eBulletin 34
September 2017

We have been consulting on two important topics across our education and fitness to practise functions. Our first consultation is on our Accreditation of Prior Learning policy. Accreditation of Prior Learning (APL) is a process that allows individuals to be recognised for the skills and knowledge they have gained through previous learning, whether through formal courses or experiential learning.

The purpose of this policy is to outline the circumstances in which our approved education providers can implement APL arrangements, either on an individual basis or as part of a general group arrangement. Council will be meeting shortly to consider the responses to this consultation and final version of the policy.

We are also consulting on our policy for the consensual disposal of fitness to practise cases. Consensual disposal is a case management tool that we will use to identify and process fitness to practise cases which may be suitable for concluding without a contested hearing.

We envisage that consensual disposal would be appropriate in a case where the registrant admits the facts of the allegation, and the grounds of impairment, and admits that their fitness to practise is currently impaired. In such a case, if the registrant and the Registrar are in agreement about the appropriate level of sanction, a recommendation will be made to the Committee for disposal of the case by consent. The policy makes it clear that consensual disposal of cases is not plea-bargaining.

We welcome all responses to our consultations and we will consider the proposed change of policy in light of the responses we receive. This consultation closes on 20 September 2017.

You can find our consultation on consensual panel disposal – and full details of how to get involved – on our website here.
